well finally got back to fix this (not a daily driver) its the old story of
the PO
they took the main power line feed from the battery and connected to the
fuse
pannel in a nonstandard connection direct to the highbeam circuit
& when they replaced the fuse panel
they chaffed the power line & over time the exposed copper on the power line
grounded to the frame (prolly moved when i hit some rough road)
which then fed power to the main light circuit
thus the high beams were on all the time
(and it was also melting some of the other wiring  near by )
must of been close to a fire but I never did smell any  burning

chances of ever having this issue on a std config almost nil
this is also looks to be the source of my instrument cluster gauge issues
