If you're talking about the black metal pipe with the flange that is bolted to the engine block on the passenger side of the bus the runs over to the upper thermostat housing--I'm pretty sure you have to unbolt the flange on the metal pipe--separating it from the engine block. Then slide the metal pipe to the right to pull it out of and free of the upper thermostat housing. Then deal with the rubber hose any way you want--cut it probably. And replace it either way, it's old.

On the install, replace the O ring that seals the metal pipe into the upper thermostat housing and replace the flange gasket where the metal pipe flange bolts to the engine block.

DON'T bother trying to replace the gasket on the metal flange that comes off the Upper Thermostat Housing and then connects to the short rubber hose. If you try to unbolt that metal flange you WILL snap the bolts. Then you'll want a new Upper Thermostat housing which used to cost $225 only avaialbe from VW, but now are unavaible anywhere as far as I know. (I mean you could get one used--but you've already got a used one.)

On reinstallation, also, pay attention to specifed torque of the installation bolts and nuts for the water pump if that's what you're replacing. Don't over-torque and break them--you'll be stuck for a while if you do.
