under what title and insurance do you drive it across the US say from Florida and across the border? ie, is the vehicle registered and plated? to whom? and how?

Don, my insurance company gives me temporary coverage, all they need is the VIN. Once you purchase the vehicle wherever, then you are the owner and have possession of the title, to be transferred wherever your going. Plates can be a number of different stories. Some jurisdictions have travel tags, 10 ~ 30 days depending on the jurisdiction. Some jurisdictions, the plate belongs to the vehicle and can be driven with those plates as long as they have not expired.
