Possibly a silly question, but have you flipped the rear heat valve to on/open? I find that with the front heater only - it's cool in the van (New England - which isn't quite Wisconsin). Add lowest fan setting on the rear heater, and it's toasty.

Might also have to adjust the fresh air vents. You want this blowing through the heater, as opposed to just coming in cold through the fresh air vents...
