Most likely a dead thermostat. Thermostats will fail closed, causing an over heat condition, and then they will fail open, prevent ting the engine from warming up. I have had it happen both ways. Change the thermostat.

But watch out. Some themostats - even when FLAPS says they work, will not work in ght Vanagon. Get a thermostat fromone of our list vendors.Safer that way.
