Typically fog lamps light up the "sides" of the road in a wide flat fan pattern that should be aimed well below oncoming windshields.

If you see a car oncoming with properly aimed fogs you should only see the lamp as lit but no light aimed at you.

Like looking into a flashlight from the side at night.
