As I recall this means a worn starter bushing at the bottom end of the starter ---- there's a worn spot that it will get stuck in --- usually when warm. I had a 78 with this problem -- carried a hammer by the driver's door and could be out of the van, whack the starter a few times, back behind the wheel and on the road in seconds. Of course, I lived on Vancouver Island then, and it wasn't such a big deal to bo on your back under the van as in colder climes. Wouldn't want to do it now. You'll probably be advised to put in a relay to give you more juice at the strarter --- an electrical hammer of sorts. That will probabaly work too --- but the real solution is a new/rebuilt starter.
