These people couldn't care less about others. They see all the OTHER oncoming foglights and see their glare, so know full well that they are doing the same thing. But such low-mounted lights are of very limited use, as they cast "solid" shadows from even the smallest irregularities in the road surface. Some of these dorks use their fogs INSTEAD of headlights... really intelligent... others (the majority of offenders) run them in addition to the headlights.
