This result does not have to mean that a switch is bad. The brake master cylinder has 2 separate pressure circuits and one switch is on each circuit. One hydraulic circuit is for the front brakes and the other is for the rear brakes. If the rear brakes are not adjusted or working properly, the front brakes can be at pressure long before the rears. This means that one switch will close long before the other. It is very common for the Vanagon rear brake self adjusters to not be working.
