There was a time when I had to carry a broomstick to poke the starter solenoid (through the wheelwell) while someone turned the key to the start position. This wasn't necessary all the time. Sometimes it would act normally and sometimes it would hesitate for several seconds before the solenoid would engage.

Anyway ... the solenoid was acting sluggishly.

I cleaned all the wire connections and replaced the ground wire from the transmission mount to the body (cleaning where it goes, too) and that cured the problem.
