I think you have misinterpreted their policy? I believe that applies to studded tires only???

My personal Costco is very easy to work with. I took a trailer tire to them to mount, not even their tire, they charged moi $5-6 whereas Firestone wanted $20. I took my Costco installed Michelins to them to change the tires onto my new alloys-$25+- to mount/balance/valve stems/etc all 4, Place the steel rims in plastic bags & load them into the westy-also watched the manager verify the torque on all 4 wheels when the tech was done.

FWIW,

Tom-love those twice a year $60 off Michelin sales at Costco.
