Although easier to remove with the engine out, with some effort, it can be done with the engine in, as it is somewhat captive in the bell housing. It's just a b*tch to get to, requiring one to access it through the starter opening. There is even a tool made for the operation, but difficult at best to find (heck, I can't even find mine in the toolbox, must be in my rollaway, which is in DEEP storage). Best way is to use a tapered 12mm tap with an extension handle attached to rotate (clockwise), digging into the bushing. Once you have a fairly decent "bite" into the soft bushing (and with some effort), it can be extracted. One can then use an appropriate socket to tap the new bushing in. Be sure to apply an amount of grease to the interior of the bushing and on the starter shaft for proper rotation lubrication.
