Vouch for this.  The Orphan came sans title. Oregon was being pissy
about it so I used ITS.  A week later, I had a bill of sale from Maine.
  Waited six months then took the bill of sale to Oregon DMV.  Flopped
it on the counter and $121 later, I had Oregon plates. Three weeks
later I had an Oregon title.
