Hi Neal,

I can't speak for Pa., But in Louisiana you fly on the title and VIN of the chassis. Call your local DPS office, I'm sure they can answer your question. You may not want it titled as a new construction or reconstruction, as it would most likely have to pass 2006 emission codes! Got any pictures?
