If you have not already done so, check the multi-wire ground points under the dash. I replaced the ones in my '87 Syncro last summer, and also had to replace a bunch of corroded spade connectors in the process. It solved a multitude of electrical problems in my gauge cluster, including the temperature gauge reading too low.
