If a battery is completely dead and has been dead for some time it may
not accept charge at first.  Often booster cable are too thin and too
long to start a car which is cold and has not run recently, especially
if you don't wait for the battery in the dead vehicle to charge up some.
   Put a battery charger on the dead one and let it charge for 12 hrs or
so.  If it doesn't show about 12 V after operating the headlights for a
minute, you probably need a new battery.
