Okay, I'll cover the removal of the old stuff. I'd go buy another 3m product called a "Roloc Pinstripe and decal remover. It's basically a shaft that chucks in your drill and has flimsy 4 or 6" diameter plastic discs that get rigid when spinning and buff off the offending glue. I've used this tool for years removing old contact cement out of the inside of ABS whitewater canoes and it's much better than toxic solvents and it WON'T remove any paint. Cost is less than $15 IIRC. It also removes bumper stickers and decals as advertised. I'd like to buy the inventor of this product lunch some day.
