Don't overlook the simple solution. When I got my Westy, the cruise didn't work. I got a picture of a 2.1 from an eBay sale, stared into my engine compartment and soon realized that the wire bale between the vacuum actuator and the throttle was missing. Got a replacement, clipped it in and I've been happily cruising ever since (more or less).
