I have and '88 and the thing that failed on my cruise control was the easiest thing to fix - the rubber diaphragm on the server unit on top of the engine near the throttle. I temporarily fixed it with a little silicone sealer when I found the tear in the rubber. It was a snap to fix by just replacing that part - no adjustments required. When you engage the cruise control, a vacuum is placed on this servo unit near the throttle and if the rubber diaphragm has aged and developed a pin hole or worse, then the cruise control just won't work.

It might not be that simple, but that's what I suggest checking as a 'do it yourself' check' first. It was several years ago that I had to make the repair, but it was not an expensive part at the time.
