No, the oil buzzer is inside the speedo housing on a little circuit board VW added there for models with the dynamic oil pressure warning system. On Vanagons that is only 2.1 models. Other VWs had it starting I think with some 83 models, again the same board inside the speedo. There is no good reason for it to be inside the speedo other than there was space for it there and the sound would thus direct the drivers attention to the also flashing oil LED right next to the speedo. It connects to nothing in the speedo.
