he has a titian red westy.... thats metallic w/ clearcoat. the clearcoat is dead. no buffing well help this.. time for a respray.. and you'll need to fork over more than 1k otherwise it will look like crap. a good paint job will prolly cost $1500-$2500.. less if you remove all the trim bits and mask everything off yourself..

i havent seen the vehicle in question, but im 99% sure the clearcoat is dead...the clear gets a "spiderweb" look or a "washed with a brillopad" look...tiny litte "scratches" that are actually cracks in the clearcoat..creating a hazed look.. its common for that age and color..
