If the tank was replaced properly - that is, using new seals, grommets, and hose - the next place to look might be the vapor tanks in each front fenderwell. There may be a crack in one of them, or a broken nipple connection for the vent line. It can't hurt to look at the tank, either. Take a good flashlight, and check the grommet at the filler-to-tank connection. Also the small grommets on the top front of the tank. These may just be checked by feel, but they can be found easily enough. There is a possiblity also of an improperly installed fuel level sending unit. If that is wrong, or that seal isn't sealing, ANYTHING that gets on top of the tank goes right in. That is the last thing you want it to be though, because the tank will have to come down to check it well.

Suggestions on where to look for where the water's coming in would be welcome.
