Here is a page that goes into building a test box for a non-VW gauge. Example is a fuel gauge and the resistances differ from Vanagon but the principle is the same. I did this to a similar gauge but just wired up groups of resistors for a 1-time calibration rather than build the box -- worked fine. Like John sez -- just a couple of bucks to set up the test.
