Yes, that is how it is designed to work. If the temp sender thinks the engine is too hot, the LED blinks to get your attention so you look and notice the high temp gauge reading. The coolant level warning system was added later and uses the same LED so it gets confusing for us since it can be hard to tell which it is warning us about. Different years behave differently.
