Does that 876 recipients represent people who are signed up to the list but
have their email sending turned off?

For the past 5 years I've been reading the Vanagon list without receiving a
single email. Every week I just go into the archeives and save it under my
bookmarks and drop in and read the emails, just like a discussion forum
(after pre-sorting things the way I like them). It's easy to respond to an
email (a button at the top of the browser page) and I never have to worry
about mail space, excessive mail, worms, viruses, etc.

Am I the only one that watches the v'gon list this way? It seems too easy to
be true, but it works great.
