Have you tried to take the ENTIRE bumper off so that you can get a good look at it from every angle and then maybe get a wrench (with a Knuckle) on the nut?? That's what I'd try. They come off easily. 2 big bolts (each side) to the frame and then the 2 on each outer side. M
