Sounds like something I have seen at www.mpja.com at some point. If you are going to operate the flaps via some sort of cable, you might use a servo that would move a lever, and then convert that action to linear motion via the cable. I think you will have trouble finding a device that will withstand the heat of the original thermostat location.
