Actually you can make an LED appear dimmer by Pulse Width Modulation. What you are really accomplishing is having it toggle on off on a duty cycle somewhere between 100% on (full bright) and 0% on (okay, 100% off :)). This is the technique used with LED displays. WARNING ome fundamental frequencies will give you a migraine or seizure (personal, not vehicular).
