I'm not sure what you mean by "trigger the sensor to operate". I believe that the ECU decides when to pay attention to the O2 signal based on info from Temp sensor II. Heating the O2 sensor is not going to influence that. If the engine is not running at the proper temperature, solve that problem (thermostat?). Of course a bad temp sensor or wiring can also mislead the computer. If the engine gets hot and the computer realizes it, but the O2 sensor is not producing a reasonable signal, there may be a problem with the exhaust that keeps it from heating up, assuming the sensor is OK and the engine is not running lean for some reason.
