In theory, the shop may be right. Your problem is likely that the rear brakes are not adjusted close enough to the drums. The self adjuster mechanism is supposed to tighten them up properly while you drive. In practice it may take a long time, might only happen on one side, or might not work at all. They should have done a better job of manually adjusting them before turning the van over to you. Do not screw around with the parking brake cable unless you know what you are doing and you clearly don't. Bleeding the rears won't hurt and may help.
