First off, the tank under the license plate is not the expansion tank,
but the overflow tank. It has three vent holes in at the top on the side
where the license plate is.

The other tank, with the coolant level sensor is the expansion tank.

Is the expansion tank full as well?? Or does it have a big bubble in the
top?? If after warming up, there is a big bubble in the top but the
overflow tank is full, then you most likely have combustion gases
blowing out into the coolant system from the engine. Bad news!!

The very best way to know for certain is to take it to a well equiped
garage and have them do a sniff test. They will be able to detect
hydrocarbons from fuel in the coolant.
