Actually the two are not the same...

A base model T3 transporter, either in panel van or window van form is empty in the back with hardboard linings for delivery work only. But the window van has rear seat belt mounting points for addition of a rear seat. The panel van does not.

A Kombi has a rear seat or seat/bed arrangement and usually a few other optioned refinements making it a Kombination of a van and station wagon/passenger van.

Maybe this varies a bit for the Nth American market but elsewhere, the above is the norm....
