thats what i first thought of when i read it also, 3M rubber tape. that stuff is a nightmare to get off after its been on a split bolt for years and has been in a high heat area like a control cabinet. then i thought what this stuff sounds like is a knock off of the silicone that they use to make silicone "racer" hoses. i researched that stuff a while back and basically it is a tape that they wrap around a jig and put in a oven. at the time i wanted to find the silicone they were using and buy some to make my own hoses but couldn't turn it up.
