They are for the rock guard/mud flap that was there to protect the propane tank.

What are the two little holes in the sheet metal below and aft of the driver's side door on my '85 Westy? There are none on the passenger side. Are those for installing a step for when I'm too old and creaky to climb up under my own power into the driver's seat??
