I think the main driving issue is the shift points. Each trans has it's own valve body. This is what determins the shiftng. Shift points may differ my 2 or 3mph. Thats all. I think VW thought it was necessary for the brutish 2.1 to have shift points farther apart ,than the air cooled trans and anemic 1.9.Gotta wind that sucker out.Maybe a valve body from a 2.1 can be installed into a air cooled trans. Also the govenor can be modifiedfor different shift points very easy. See www.subaruvanagon, and look up automatic modification. Basically, one just grinds a bit of metal off 2 swinging weights. The site even shows exactly how much to grind,and where. Govenor removel is ez to do,too.Dems your options.
