Larry, I went through starter problems recently. It might help to go back and read those threads---they start in mid-January. Do you at least hear a clicking sound when you engage the ignition? This should be the solenoid engaging.

Anyways, I would do as you say, check for >11V at the solenoid, and I would CLEAN (or REPLACE) your grounds. The three are: battery ground, engine compartment ground (goes to the left of the the compartment), and the transmission ground strap, from the front of the tranny to the frame.

In my case, it was the starter, and a new (rebuilt) one from Ken at Vanagain was the solution. Good luck, Wes '84 1.9l
