Pretty sure the problem is the tires. They flex too much when pulled by hand. Other bus tires are stiffer. I did tighten one set off wheel bearing 1/8 turn. But overall problem must be the tires. They are truck tires stiffer than car tires but not as good as others. Thanks for all the replies!
