Ri, I think the ideal method to trouble shoot this problem would be to temporarily install an amp meter in line with the fuse. I would want to know how much current is going through the fuse. Two scenarios come to mind. Either the current is normal and you are getting a spike due to a short or the current is running at near thirty amps all the time.
