Yes, there are fairly 2 simple ways to get to the blue wire. If you have an 86 or newer, there is an unused spade connector on the back of the fuse/relay panel. It is labeled G4. The best way to find it is to look at the Bentley page 97.201. This page shows the back of the fuse/relay panel and tells you what all the pin numbers are. G4 is on the left, in one of the 2 rows of G pins.

If you don't have an 86+, or don't want to try to get to the back of the fuse/relay panel, there is another option for most years. Down under the front of the van is the OX service reminder odometer. The speedo cable goes in one end of it and out the other. There are some wires that connect from it to the dash. One of those wires is the blue wire from the alternator charging circuit. You can splice into it down there.
