:::My '84 Westy has lousy fuel economy--right now it's getting around 12 mpg

:::combined city/highway driving, and has never gotten more than 18mpg on
:::highway-only driving. This is with winter California gas, 87-89 octane,
:::pretty light foot on the accelerator. Sometimes it has gotten as low as
:::8.9
:::in city driving.

:::What's been done to the engine: new fuel injectors, new plugs, new plug
:::wires, new distributor cap, new O2 sensor, new Temp II sensor, set
:::timing,
:::set CO mixture, set idle position and throttle switches, checked and
:::repaired all vacuum lines (distributor advance works fine), checked and
:::cleaned charcoal cannister, new fuel pump, new fuel filter, new air
:::filter.
:::
:::The car runs fine, no problems idling, going up hills, starting, or
:::anything
:::else.
:::
:::Is this normal Vanagon mileage or is there something else I should check?
