from my old post to the list: Can't help you with the stuck bolts but I replaced the hold downs with stainless ones from West Marine, these to be specific: <http://www.westmarine.com/webapp/wcs/stores/servlet/ProductDisplay? storeId=10001&langId=-1&catalogId=10001&productId=71910&catalogId=10001& classNum=340&subdeptNum=323&storeNum=2> one of the sizes shown fits pretty good. I used stainless bolts (1/4"), flat and lock washers, and drilled out holes in rack slightly to fit the bolt. They stand higher than the stock hold downs which I think is a good thing.
