Can't help you with the stuck bolts but I replaced the hold downs with stainless ones from West Marine, these to be specific:

one of the sizes shown fits pretty good. I used stainless bolts (1/4"), flat and lock washers, and drilled out holes in rack slightly to fit the bolt.

They stand higher than the stock hold downs which I think is a good thing.
