I had this problem while visiting Florida this winter.  In addition to
wipers and heaters I had no headlights.  The problem was I was missing X
(12V) from ignition switch.  Short term fix was to determine correct relays
and use wire jumpers.  Problem was bad ignition switch - replaced it and X
reappeared and all works fine now.
