Another cause for "stuck" brakes is a bad wheel cylinder brake hose. The interior of these rubber hoses can turn into a very effective one-way (or even no-way) valve. In the front left hose I just replaced on our '65 Panel, nothing was flowing. The brakes were locked on.

So, it good to replace the hoses every 41 years. ;) Preferably sooner.
