On 84 (or so) Vanagons, this is the gasket packing seal for the Rear Hatch
Push Button Assembly to the Hatch metal.

Open ETKA, Go to your year of Vanagon, Illustration 99-00, Rear Panel Flap
(& Parts)

Has nothing to do with any cooling system items I know of.
