They can be really seized on there. On one of mine, since the clutch fork shaft was worn out anyway, I had to cut the shaft just on the inside of the clutch lever with a cutoff wheel. I then was able to pound the remaining spline stub out from the clutch lever. There is very little for a puller to grab on, so if they are rusted on it, is difficult. The cutoff method was only tried after applying liberal amounts of heat and PB Blaster also. Even getting the lever glowing red didn't break it loose.
