Those captive nuts are not attached to the frame. They are attached to
the inside of the removable bumper mount. You can replace the bad mount
with one that has both captive nuts still intact.

Getting the bolt out could likely be done with a sawsall as long as the
bolt does not just spin when you try to cut the head off.
