I have something that may well work and hold up for a while anyway. There is a roll of neoprene that's about 3/4" wide and 1/16" thick. I would think a thin contact cement or neoprene wet suit cement(same thing only less viscous) It has a "porous" side and a smooth side and perhaps some talc on the shinny side would help prevent the neoprene from sticking to the plastic after a period of inactivity? If 1/16" is too thin, I could imagine that two or three layers could be sandwiched to make a thicker flap seal. I got my rolls of it from johnrsweet.com, but if you go there, Davey Hearn(whitewater paddlers will recognize his name) has pretty much taken over John's business as John slips into retirement. A roll was like $5 or so and had 30 or 50 feet in it IIRC. I don't know if thee's a ,minimum order dollar-wise, but I could send a sample of the stuff if you wanted to play with it. This neoprene glues better after light sanding of both surfaces and multiple THIN layers of contact cement applied and allowed to dry. The flap surface should be clean and sanded as well. 220 grit should be adequate. Eventually the contacyt cement smell will disappear

Since I got in on the tail end of this thread, I'm assuming you're talking about the flaps under the dash and not the heater flaps on the heat exchangers on the early aircooled engines. Not sure any foam would stand that kind of abuse!!
