The nut for the bolt is not welded to the frame but to the bumper bracket. Cut/grind off the bolt head to remove the bracket. Replace the bracket with one that has the nuts welded. Install new bolt in place of the one that was cut.

BTW, this would be a good time to install a Haynes trailer hitch. I've got one and they are sweet! With it there are three bolts to each side of the frame, and you don't re-install the brackets at all. Bumper mounts to the hitch itself. Very cool set up.

Grind/cut the bolt head off. Pull the bracket and install a replacement bracket
