Jeff, You release the entire assembly from the car and then swap out the bulb from the back side. There should be a screw on the back side to remove and a catch to unhook then the assembly comes out the front, you may need to turn it a little. I checked with our tech on this but it has been a while since he did one, you don't get many VW's in a Honda and Acura dealership.
